It's designed to not take too long to reach there, the idea is to make users concentrate on the core aspects of the team first. 

ps: non-Reliable users may not be able to challenge, but Reliable users can always challenge you for a match.

but why will a higher rep player challenge a newbie.........they will challenge a team which is better or in comparision to them

They could be your friends in real life or even someone you meet on the forum or league talk. 
Look at the various ways in which you can earn points in the game manual, I'm sure some of them will be easy for you.

the points have kinda fluctuate based on how many times you've performed each activity, putting in numbers would only add to the confusion.
